I HAVE DISCOVERED 布袋戲 COSPLAY!
The 2004 Puppet Cosplay Festival! Plenty of pictures here.

And the 2005 festival appears to be coming in November. Maybe a good time to visit Taiwan?

Exactly, the puppets cosplay is not limited in Puppet Festivals only, but, whenever there is a cosplay show in Taiwan, there must be someone plays a puppet hero. You know, the puppet kung-fu heroes and heroines represent the traditional entertainment of Taiwan, and in Taiwan, they are as famous as the super heros and heroines such as Batman in the cultural context in U.S.
Sometimes I consider that Taiwanese might be the most outstanding ones know how to play the puppets, not just because I am a Taiwanese but you can feel the ambition while you watch the puppet TV programs and their movies. They do not keep the traditional art merely but renew the art with modern technologies. You may consider the puppets in their hand is not merely puppets but also a form of 3D animation in a traditional way!

I wish more 布袋戲 stuff was available in the US. If you search really hard you can find a copy of “Legend of the Sacred Stone”, but that’s it. If there were series available on VCD or DVD that would be great.
There is a new TV channel available here that has TV shows from Asia. I saw on the schedule that late at night they were playing a show from Taiwan which I was hoping was going to have puppets. I stayed up late to watch it, but it was just a drama show.

When and where is the Taiwan festival exactly?

According to the site I linked to, it’s on October 23rd 2005, from 9 to 6 in a place called “Tahsi” which I think is a two hour train ride from Taipei.
